توسعه دریامحور یکی از مهم‌ترین مفاهیم مطرح شده در چند دهه اخیر است. در واقع توسعه دریامحور، راه میان‌بر توسعه برای کشورهایی با سواحل دریایی است. ایران نیز یکی از کشورهای دریایی است که دریای مکران از مهم‌ترین مناطق دریایی آن است. در این تحقیق با استفاده از روش توصیفی-تحلیلی، توسعه دریامحور سواحل مکران با تاکید بر اسناد بالادستی مورد آسیب‌شناسی قرار گرفته است.
یافته‌های این پژوهش مبین این است که سواحل مکران از منظر راهبردی، اقتصادی و لجستیکی، به‌ویژه در حوزه‌های مختلف توسعه دریامحور از قبیل حمل‌و‌نقل دریایی، انرژی، گردشگری دریایی و منابع غذایی دریایی، از اهمیت و استعداد بالقوه بسیار زیادی برخوردار است. به طور کلی عدم‌توسعه این منطقه به عدم‌سرمایه‌گذاری کارآمد و اثربخش داخلی و خارجی برمی‌گردد که خود نیز به دلایل متعدد سیاسی، اقتصادی، فرهنگی، محیطی و البته حقوقی است.
در بررسی دلایل حقوقی می‌‌توان به عدم توجه اثربخش به مقوله توسعه دریامحور به صورت هنجاری، ساختاری و رفتاری، در اسناد بالادستی نظیر برنامه‌های شش‌گانه توسعه اقتصادی، اجتماعی و فرهنگی و ضعف در اجرای برخی قوانین و مقررات مرتبط با توسعه سواحل مکران اشاره کرد.
در نهایت به منظور تحقق توسعه دریامحور، ضروری است برخی اقدامات و الزامات داخلی از منظر هنجاری، ساختاری و رفتاری توسط دو قوه مقننه و مجریه، بخش خصوصی و نهادهای غیر‌دولتی صورت پذیرد. از منظر بین‌المللی نیز برخی اقدامات از جمله تعمیق روابط دوستانه مابین ایران، کشورهای حوزه خلیج فارس، دریای عمان، اقیانوس هند و کشورهای دارای فناوری های دریایی پیش رفته، از اهمیت اساسی جهت تحقق توسعه دریامحور برخودار است.
